Normally, at the building I work at, the opening manager is scheduled to start at the same time as the 2 opening staff members. Due to an incident today, the opening manager did not show up until about 1 hr 15 min after the normal start time. The 2 opening hourly paid staff members, were at the building at their normal start time, but since the manager was so late, they were not able to clock in until later. Do we need to edit their time to the actual time they showed up? They were at work, ready to work, but unable to due to a managers tardiness. Would this fall under reporting time pay?

Timeline
10:30 - Time Manager and 2 staff members scheduled to start
11:45 - Time replacement manager got to building and staff clocked in.

At the very least you need to pay them from 10:30. Had they gone home by the time the manager showed up? What time did they actually begin work?

They stayed the whole time. The reason I know they were there is that I recieved a call from one of them right after 1030, asking where the opening manager was. (It's very rare that our managers are not early) It just took until 1145 to get another manager there. They are working right now, and clocked in at 1145. I was ready to change the time punches to clock them in at 1030, but my boss wants me to be able to prove that we need to pay them, as his boss has been very strict lately about time punch edits.

Yeah, you need to pay them. It's an "engaged to wait" issue, not a reporting time pay issue.

Thank you, that's exactly what my boss wanted.
