I live in Texas and my boss is cutting my hours and my husbands. Can we file unemployment for our hours being cut?
Is there a certain number of hours that he would have to keep us at so that we can't file?
Or am I just reaching here?

It doesn't specify the amount of the reduction in hours needed in order to qualify for benefits. You may wish to call the Texas Workforce Commission and ask them.
