Your husband needs to contact a family attorney in his state for advise and do so a quickly as possible. The only way to stop child support payments is to petition the family court in Ill.
His attorney may have other options available.

Your husband can file for a modification of custody and CS without an attorney. He should request that the modification be retro back to the date he files.
He can call the court clerk's office in IL and ask where he can find the forms to file. He might be able to find them on line if that particular court has a web site. He might have to go to IL, but he can try requesting to appear telephonically.
Is the state CSE agency involved in the case? If they are he can ask them to file the papers for a mdification of the CS. If the CS order and custody order is all one order, the whole thing might be able to be done through the CSE.
Please don't post in all caps, it is considered to be shouting, thanks.

Sorry for the shouting.. CS order was filed through the divorce. But, the state disburst payment to the mother. I will go and check to see if the clerks office has an webpage, and I will see if they have the forms online. Thanks for the suggestion.
