I would like to know, if the employer(in my case its a consultant) is based in California state and me working on the long term project in the state of Washington ....which state tax will apply.Will it be the california state tax or no tax in case of Washington state.

Washington does not have a state income tax.

How long is the assignment?
Where do you live?
Where do you work when you are not on an assignment?

Thank you very much for the reply.The assignment is for 8 months and it may get extended.I am working in Bellevue.I am new to the country and this is my very first assignment.

You both work and live in Washington, so there should be no California withholding of any type. The fact that this is a California company is, under the circumstances as you describe them, irrelevant.

They aren't deducting California income tax or disability insurance, are they?

Remind the company you neither live nor work in California and politely tell them you want the deductions refunded plus have no more taken out in the future.

Absolutely. And also remind them that, pending any actual work in California this year, that you should NOT be getting a W-2 for 2008 reflecting any California wages.

Your payroll person is, um, incompetent. :(

You know what I think might be happening here, though, is that the employer is not registered as an employer in Washington, and doesn't want to go through the "hassle", so they're just defaulting to California, even though it is 100% wrong.

I talked to my employer regarding the disab. and state tax. He refused by saying that its a consulting company,employees placed in various states of America but the base is california so there is these taxes.Kindly advise how will i get my money back now. Thanks!!

Your employer is wrong no matter who is advising them. You can talk to CA-DLSE and the State of Washington DOL directly. That will get your employer in trouble. If I was your employer I would not want that, but your employer seems to be going out of their way to give you no choice.
