Hello! I have a friend working in Texas that's a waitress in a tea shop. She works at 2.50 an hour plus tips. This doesn't seem right to me. I have never work for tips, but I though waitresses get at least the federal minimum wage plus tips?

Federal law states that a tipped employee makes $2.15 + tips to make the minimum wage $5.85. It does not seem right to me either.
There should be a poster on the wall of her place of employment stating the wage laws.
They are due to change in July.

Federal (and Texas, since it does not have a higher minimum) law requires directly tipped employees receive at least $2.13 per hour cash wage. The rest (up to the full minimum wage of $5.85) can be made up with tips. In other words, on a weekly basis, her tips must average at least $3.72 per hour; if they do not, the employer must make up the difference.
