:confused: My husband works for the state of Kansas and he and many others do not want to fill out the paperwork for the newly required security clearance. They were told yesterday that they have until July 12th to fill out the paperwork or they will begin the termination process. I guess my questions is that if the security clearance was not a part of the job requirement when they were hired, can this be changed without the agreement of the employee?

Yes, it can. Unless you have a bona fide, enforceable contract that says otherwise, an employer is free to change the terms and conditions of employment at any time.

BTW, it is because the employer has this freedom that you are able to receive pay raises, extra vacation, added benefits and so on. It's not all one-sided. You don't get to claim the employer can change things when it's to your benefit, but not when it's to his.
