I had an employee quit on me after a dispute and she filed for unemployment.
She ended up winning and receiving unemployment.
She waltzed into my store today and was talking about a new job she got with one of my employees.
1.) Can someone receive unemployment and get a new job?
If not what should I do?
2.) Is it legal to refuse service to her at my store if I don't want her there anymore?

Yes and no. It depends on how many hours she is working. Yes you can report this to unemployment and let me investigate. However she may hav just got job and has just stopped getting benefits

Yes long as its not due to race etc etc however even that can be sticky so use caution on that one. I would advise you to just let it be.

Here's how it works. When you file your state wage detail with your quarterly CA tax return, the state records those wages on the records for each employee. At some point in the future, those records are compared with UI benefits that have been paid in the same calendar quarter. The state will then send the new employer a request to provide the weeks in which this employee earned wages with the new employer. If she received UI for the same weeks in which she earned wages, she will have to pay it back and your account will be relieved of those charges.
I've had to complete many a request exactly like this.
