I have a 13 year old and 10 year old with my exwife. We have joint custody and she has primary physical custody. Since my son turned 13 my ex and her father have been telling my son that as soon as he turned 13 he could do what he wanted. And if he didn't want to come to me during my visitations he didn't legally have to. So now, when I won't let him do what he wants he says he will never come with me again. Is there such a law? Can I lose my kids when they turn 13, and still have to pay my ex child support?

No, there isn't any such law. Try explaining to your ex that you have a court order for visitation and that it is her responsibilty to make sure your children do go on visits. Then explain to her that if she doesn't fulfill her responsibity that you will be forced to file in court to enforce the court order.
It works the same way as CS order does, if a NCP doesn't pay, the CP can file to enforce. With a visitation order if the CP doesn't allow visits, the NCP can file to enforce.
