I am being sued for child support for my daughters who were in placement with children and youth services from 1997 to 1998. The thing is, so is my twins' biological father. He was served child support papers in 1996, but because he did not live in the county he was served in (his parents lived in that county) they transferred the child support summons to Lexington, KY...but was lost in tranfer. I never did receive child support. I got married in 2000 and my husband has been my twins' father since 1999. He helped raise my daughters and they know him as dad. We never had contact with my daughter's biological father since he received the summons in 1996 and we do not want to have contact with him. I have always been honest with my daughters on their biological father and they do not want to see him. They feel my husband is their father in all ways. Now, since I am being sued for child support and so is their biological father, does he have rights to my twins? Can my twins be forced to spend time with him?
I don't want anything from him. He knew I needed help with the girls when they were born and he knew where I lived and never helped. Now, since CYS is sueing for back child support, will he have rights? And if he does, how can I get him to give up those rights?
