I bought a house that is located just off an old township road in Clarion County, PA. No one has lived back here for years and as such the township quit maintaining it. We moved in and need the road maintained. We went to the court house and they still have it listed as a township road. Can the township still refuse to take care of it? can they refuse to plow it in the Winter?

This is a tricky one. I don't think any town is required to plow side roads at all.
As for maintaining it, ask the town how much money you will get back on your taxes if you have to maintain the road and make it a private road.

But the plow to the end of the road past the last guy that has been there. They just don't come down the extra half mile.

Good luck getting any road in PA maintained. There are a bunch out where I live that are just ignored but in bad need of fixing up but instead they fix up roads that really either don't need it or could wait.
My grandfather when he was around also had a problem similar to yours, it wasn't a private road but wasn't a road traveled much, he complained to several different departments for the County & Township all I can say to you is just keep calling and keep asking for them to do something, eventually they did for him, they got tired of him. So make them get tired of you.
