1)How do you send notice if you do not know NCP's location?
2)If you file to TPR, and the NCP does not show in court, is the TPR automatically granted?

Introduce yourself to many years of attempting to locate the NCP. Advertisements in papers and even private investigators.

2)If you file to TPR, and the NCP does not show in court, is the TPR automatically granted?

No, if you can not locate him, they will give him the benefit of the doubt for a few years while you try to locate him.
