I work for a employer who does not and has never issued commission statements. There is no way to determine if what was paid was correct.

Also they recently changed the method of calculating the commission to be based on the "cost" of the item. This cost number varies based on purchases they make and varies week by week. This cost value could be made up.

Is this legal ?

There is no law prohibiting it, to my knowledge.
