I was hired for a position at $9.00 an hour I have just been told that if I don't change my position they would deduct $1.00 an hour from me. Which they have now done. I was never told this when I was hired that if I didn't change positions I would lose money. Is this legal? I was only told when I was hired that I could make more if I took a different position but it was not stated that I had to take a different position if I wanted to stay at the same pay rate. Please advise. If I quit because of this would that make me ineligible for unemployment? I would not have taken the job in the first place for $8.00

I am unclear on what happened, but an employer can reduce your pay and need not have any reason to do so. Generally, they can only do this for time that you have not worked and some states limit how early you need to be notified of the reduction in pay (my state requires notice the day prior).

You might get UI if you quit. The UI folks will make the determination if your quitting was because of good cause attributable to your employment. If you had been offered $9/hr, quit another job, say at $8.75 and then immediately had your pay reduced to $8, they might rule in your favor.

I just can never predict with accuracy what the bureaucrats will do.

The poll is kinda lame, OP. The law doesn't address "fair". You ALWAYS have the option of quitting. You can also talk until you're blue in the face.
