My Wife is working for an employer that requires her to clock out and then stay to clean up. If she doesn't stay then she get chewed out by her manager. It's seems to me that if you are required to stay then the employer is required to pay her for her time. she is not a salary employee. How should she handle this problem?

She can bring it up to her employer, which is not likely to result in any change, except maybe she will be fired. They MUST know that what they are doing is not legal.
However, I would suggest that as a first step. If she is fired, then she can complain to OK's Dept of Labor or equivalent or the US Dept of Labor.
If she is not fired, but the employer refuses to pay up, the same steps above can be followed.
Or she can get an attorney. This may make sense, depending upon the attorney and the amount of money at stake. The DOL will award back wages and no more (although they may fine the company, but the fine goes to the govt and not the complaintant). Attorneys can get their clients double that (plus have the attorney fees paid by the company and not the client).
