An employee has a contract with a company to work 32 hours per week. If this employee, with permission, worked 35.75 hours during one week would she get paid for overtime for 3.75 hours?

There is no federal or state legal requirement that OT be paid in this situation. Federal law is very clear that OT is normally hours worked past 40 in the work week. Some states have daily OT rules, but GA is not one of those states.

The company in theory could have a formal policy or CBA that would require them to have more generous rules then required by law, although that would be unusual.

Unless the contract says so... no. Federal law (and GA, I believe) only require the payment of OT after 40 hours worked in a workweek.

I don't know what your contract states, but if it mentions any hours over 32 would be counted as time and a half, then I suppose you would. But by law, no, straight time is all that is due.
