I am currently in the civil process against my ex-husband for support and past expenses that are already court ordered. Is there any legal oppositions that would disallow my new husband to represent me in this civil matter. My new husband, whom I've been married to for 11 years, has taken in my children as his own. He has been an amazing father to them. This effects him directly as I am a stay at home mom tending for my four children and he has the only income. Can you help? Thanks for your efforts.

He can only represent you if he is an attorney. Otherwise, he will be charged with the unlicensed practice of law.

To reiterate what moburkes said:
When my husband was injured and on strong pain meds he gave me power of attorney to file papers in his CS case. I answered an interogatorries for him and signed as POA. Months later I recieved a not so nice letter from the CSE's attorney that I was practicing law without a license. I have since learned that what I did wasn't all that wrong because I wasn't attempting to go into court for my husband. HOWEVER, just to be safe, you should either handle everything yourself, or hire an attorney.
