Is there any Massachusetts law that states if you work 32 hours or less that you are considered part time? How many hours does an part time employee have to work in a week before you have to pay health benefits? Thank you.

State laws don't regulate who is full-time, who is part-time nor do they tell companies who must receive benefits.
Companies are not required to provide ANY benefits, other than pay for time worked, let alone vacation, holiday, and sick leave, medical, dental, life insurance and a bunch more. No requirement at all.
Compaines define who is eligible for benefits. The terms may include what they call part-time employees (for instance, we define "full-time" as 32 hours a week or more and they are eligible for health benefits. All employees get vacation, based upon hours worked).
There is no Massachusetts law that dictates what is considered full time or part time. That is entirely up to the employer (and their insurance carrier).
There is also no Massachusetts law that guarantees any employee, full time or part time, insurance benefits no matter how many hours they work. Employers of over 10 employees must pay an annual fee of $295 per employee to the state if they do not provide them, but insurance benefits are still optional. IF the employer chooses to offer benefits, it is up to the employer (and their insurance carrier) at what point, if any, part time employees are eligible. The question is not addressed by law.
