My boss is switching from a 7 min grace period and rounding to the nearest quarter of an hour to NO grace period and calculating to the minute. I do know that this is perfectly legal but our old fashion manual timeclock doesnt calculate...any suggestions on how to calculate to the minute when everyone in the office has different pay rates??

OP:
Do you mean that each employee has more then one pay rate during the day or the pay period? That is indeed a pain, but rounding or not rounding has no real impact on the process. Rounding just (slightly) changes the hours worked in the day, but does not otherwise change the process.

pay rates have nothing to do with the time worked...I guess I was just thinking out loud...

You may want to update the time clock machine to reflect the rounding process. Processing manually is not going to be fun, depending on how many employees you have.
i.e. time stamp ending in minute for rounding purpose:
:01 - :07 = :00
:08 - :14 = :15
:16 - :22 = :15
:23 - :29 = :30
:31 - :37 = :30
:38 - :44 = :45
:46 - :52 = :45
:53 - :59 = :00
