I work as an administrative assistant for a home health company in oklahoma...I am having a shortage of clinicians and i have 3 nurses who have worked 60 days straight with only 1 day off within those 60 days. Is this legal?

It is in most states. There are some that require one day off in seven, but I doubt Oklahoma is one of them.
Your company needs to do some serious recruiting.
Even engaging a staffing firm to provide you with some coverage will probably be cheaper than paying the overtime, not to mention avoiding staff burn-out.
Unless Oklahoma has a nursing-specific law that says otherwise, yes, it is. Oklahoma is not one of the very few states with a one-day-rest-in-seven law for general employment; however, nursing is one of the industries where a few states (not many, but a few) have an industry specific law. However, I do not have a list of which states have that requirement.
The state agency that licenses nurses may be able to tell you for certain.
