If there is a store meeting at 8:00AM-9:00AM and evening shift people are sent home, to come back at 1:00PM-close, how many hours must the split-shift employees be paid for the meeting? 1 hour or two, in California? Is there some employer guide that makes split shift rules clear?

From the thread I still can't tell if people can be dragged into work for an hour, taking more than two or three hours out of their day, then drag them back in again.

Also, I'm wondering about the people not scheduled to work that day at all. If they go to the hour meeting, do they get paid for 2 hours or for a half-day? These people are full-time and generally get paid for an 8 hour day.

I suppose this meeting is mandatory for everyone that involved. Mandatory meeting are paid by the employer, if it only 1 hour meeting, then employees will be paid for that 1 hour. Their travel time is not compensated unless an agreement was made between the employer and employees. If not, then its’ 1 hour pay.

Second question would applied to the same (1 hour) above. However, they would be pay for min. 2 hours and no more than 4 hours for ‘reporting pay’ ONLY if they show up as regular schedule for work but was send home, then reporting pay would apply.

It's made completely clear in Section 5(B) of the wage orders that, (B) If an employee is required to report for work a second time in any one workday and is furnished less than two (2) hours of work
on the second reporting, said employee shall be paid for two (2) hours at the employee’s regular rate of pay, which shall not be less
than the minimum wage.
