A friend is an independent contractor. He has not received a 1099 from one of his contracting people. He is unsure as to how he can file his taxes due to not having this 1099. Is the person who contracted him responsible for the 1099? If the person who contracted him refuses to give this 1099, does he have recourse?

He should know how much money he received and be able to file his tax return based upon that.

Yes, he does know how much he made, but, when attempting to do online filing, there is no consideration made for this particular problem. It is too much to count into "other income".

He should report the income (along with his other self-employment income) on Schedule C - Part 1, Line 1.
