Can my mother sign her rights over to another person as my parent/guardian?
if so how long will that process take?

She can sign guardianship over to another adult the court deems acceptable and your father agrees. If you are talking about your mother assigning guardianship to your man friend...not a chance.

And, if your mom signs over her guardianship just so you can FINALLY be in a situation where you can sleep with your pedophiliac boyfriend, she could be facing charges as well.

I dont have a father. . . well my father walked out on me when i was little so my mom is the only one who has custody over me so she would be the one who'd have to sign right?

if your father has no legal rights at all, then yes. However, if he wants to push it, he could possibly argue to get custody and definitely press to stop child support to her since you are no longer living with her
