Hi I was laid off 2 weeks ago. Today I received 2 phone calls from people who emailed me at work and said they got a reply frome someone saying I had been laid off. Can they reply to my email telling people that i was laid off?

Let me get this straight.

People emailed your business email account (owned by the business) and the business replied that you were laid off.

These folks were friends of yours? Some businesses don't like the use of their accounts for personal communications.

Or customers/vendors? Why should they not be told you are no longer with the company?

You aren't there any more. What did you WANT the business to say? (especially considering it is their email)

They are free to take out a billboard on Rte 128 announcing that you have been laid off.

Yes, they can do that.
