Does anyone know if there are any Federal guidelines concerning how a company defines their full-time and part-time employees? Is it up to the company to decide how many hours equal full-time vs. part-time?

There is no federal law nor a law in Pennsylvania (nor nearly any other state). It's strictly up to the employer.
