I just wanted to confirm with someone since I am new to the landlord business.

My tenant is moving out and smoked in the house. There is a light smoke film on all of the walls that I believe that I can wash off.

This is not considered normal wear and tear correct?

Can I deduct cleaning expense from her deposit for using my own time to clean the walls etc?

The lease did not say that she couldnt smoke but I believe this should have been cleaned by her as well as the blinds etc.

Yes, it is considered damage beyond normal wear-n-tear. The problem that you may encounter is that Judges will not always compensate you for your time. They will however allow you to deduct for the cost of cleaning materials or cost of hiring of someone to clean it for you. Your best bet is to hire someone to paint the unit and deduct the cost from the tenants deposit.
