harrassment/retalliation

I am a christian lady in law enforcement at a state university in Louisiana. My Asst. Chief of police made sexual comments to me and the other female officers in department. He also made a sexual advancement towards my daughter who had come up to the school to pick up my car keys. My Assistant Chief of Police first made the statement to me " turn around so that I can see what you behind looks like in those pants", then stated" I can do more for you than your boyfriend". The administration found grounds for sexual harrassment, stated that termination was too great of a punishment for him, allowed the Chief of Police to go a long with the Assistant Chief of police lie stating that he did't say. The retalliation has been going on since May of 2002. The policy and procedure manual states that if I have filed a false report , this would be grounds for termination. I feel like the university has allowed my violators to continue to harrass me and that they left me in a hostile environment. I want to know my legal rights regarding this matter and how to proceed in the processing of my continuation paperwork. At the time of the harrassment, I was a student as well as an employee for this university. My Chief's boss made the situation appear as though it was nothing because he is friends with the violators.
