Have him take the mother to court to establish custody and CS.

Until there is a court order guaranteeing proper visitation, there is nothing for the court to recognize.

Judging from her post, her boyfriend is not divorced. Which brings up a whole new batch of questions for the OP, but they have nothing to do with the visitation/CS.

OP, he needs to file for a DIVORCE (why he would just remain in limbo for 3 years is beyond me) and for custody/visitation. Nothing will be done until he does so.

Agreed.

If there is no divorce order, there can be no visitation limitations and, therefore, your boyfriend can do nothing. She can move whereever she wants because there is nothing telling her she can't.

There is also nothing stopping the boyfriend from picking up the kids and taking them with HIM if he is still married and their legal father.

That's correct.

And that's where my entirely unrelated, personal questions for the OP come in.
