I work in Michigan. We have no shift overlap but have to turnover the shift before we leave--which results in me staying over 2-5 minutes everyday. My employer will only pay overtime if we stay over at least 8 minutes. So, I'm not getting any overtime for exchanging shift info. Can they do that????

All overtime is measured on a 40 hrs weekly basis. Not on a daily basis. However, you must be paid for all your hrs worked, including any overtime hours that you may have worked, at the end of the workweek.

However, rounding to the nearest 15-minute interval is permitted under the FLSA. So as long as the rounding is done consistently, it is legal. If you start working at 8 minutes before the hour, do they pay you just 8 minutes or from the previous quarter-hour? And if you end work at 8 minutes past the hour, do they pay you just 8 minutes or round up to a quarter after the hour?
