I have notice period of 1 month per appointment letter and I changed my job in 3 days (3 day notice period)
The employer is asking me to pay for remaining days as I did not give notice period of 1 month. Is it necessary to give notice for 1 month ? What are my legal rights as employee ?

What type of "appointment"? Government agency?
Whether or not your "appointment letter" rises to the level of an enforceable contract for which the employer would have recourse should you breach it, is something only an attorney versed in employment/contract law in your state could give a valid opinion on, after reading the entire document and being informed of all the facts.
How much notice an employee is required to give is not addressed by law.
You will need to show the letter to an attorney in your state to determine what your options are. We cannot evaluate an letter we have not read.

It is not government agency. It is private company.
I mean by appointment letter is actually offer letter at the time of employment which says 1 month notice period. When i resign, i did not say anything about notice period and did not ask them to to relieve me immediately. But they did not replied anything to my resignation letter and after 3 months now they are sending me this letter and asking me to pay the amount.

I am confused. What are you being asked to pay for?
Were you paid for time that you did not work and owe it bacK? I could understand that.
Otherwise, I am at a complete loss on why you owe the company anything.

Thanks for the reply.
as per my offer letter, i should give my company XYZ 1 month notice period. I did not give that. I simply resigned and ask them to relieve me.
They did not replied anything on that.
So after 3 days I left the company and joined another company.
Now the company XYZ is saying that i did not give them 1 month notice after resignation and hence they are asking me to pay them 27 days of my salary as i did not fullfil the offer letter condition.
Am i required to pay the amount ?
My answer as above stands. We have not read the letter. We don't know what you are required to do. You will need to show the letter to an attorney.
I understand that it is a private company. Nowhere did I indicate that there was any question of it being a government agency. The answer is the same either way.
