What is the policy if there is no written policy? It is time for my one year raise and now my empoyer say's i have to be evaluated but nobody else has ever had to be evaluated to get their raise. what do i do?

There is no law that requires employers to provide raises or conduct evaluations.

You do whatever your employer tells you to do. There does not have to be a written policy before an employer can do something.

It's not the fact of doing what she tells me its the fact that nobody in my work has had an evaluation befor a raise until it came to me. with that said i feel i am being discriminated because i know my boss doesn't like me and so even an evaluation wont do me good. I think she just putting the raise off and i have done her book work to keep her out of trouble and thats not even good enough for her there are people at my work who have been there a week longer than i have and are making way more than i am.

Your boss does not like you.

That is not illegal discrimination unless she does not like you because of some protected class, such as sex, race, ethnicity, etc.
