Our company allows employees to "sell back" unused personal days at the flat rate of $100 per day - is that permissable?

Does your company allow you to carry over personal days? IS there a cap on how many days you may have? What consitutes a personal day? Can you use it for sick or vacation time? A little more info would be helpful.

In PA, yes, it would be legal.
