Where I work, staff members often acquire overtime (I don't mean several hours, but a few hours here and there). Is it okay for the employer to require a person who (for example) has an hour of overtime to take an extra hour of lunch to dump the time? In other words, is it okay to cut time off the clock in the middle of the day when the lunch breaks are either 30 mins or 1 hour regularly? If someone has 6 mins of overtime, they make that person take six minutes longer lunch. They will not pay overtime and write people up for having any time (even four minutes) over 40 hours.

There is nothing wrong with juggling the work hours to avoid overtime, but if I wanted to avoid, say 15 minutes of overtime, I wouldn't have the employee take a longer lunch. I would have them leave for the day earlier or come in later one morning this week. If the employee WANTS to take a slightly longer lunch, that would be fine by me, too.
