I was recently written up for using sick time twice within a 90 day period. I had doctors notes for each occurance. I was under the impression that I can not be put into corrective action for Doctor excused sick time. This write up will prevent me from receiving any scheduled raises for the next 90 days assuming I don't use any more sick time, which would result in another write up. Also, can this write up prevent me from receiving raises for job proficiencies that should have been received last month. Management is now doing a recount for these proficiencies.

That impression is incorrect. A doctor's note has no force in law unless it is related to absences that are FMLA-qualifying (and your employer is subject to FMLA). Otherwise, it doesn't mean anything and your employer can take your sick days used into consideration in your job evaluation, etc. None of this (again, unless FMLA applies) is regulated by any wage and hour law.
A doctor's notes are a dime a dozen. There are plenty of doctors out there (and I am not maligning all doctors just because some are idiots) who will write a fraudulent note. As a result, as Patty says, unless FMLA is involved, your employer is free to completely disregard any doctor's notes you provide. They are not get out of jail free cards; outside of FMLA they are worth precisely the value the employer gives them and no more.
