I recently quit a job over some illegal activities taking place and since then have been harrased by the owner about every action of my employment. First he accused me of stealing funds saying he had "lost" the recipts and the onus was on me to prove it or reimburse him. When I produced copies of documents accounting for the funds he accused me of stealing those documents. When I accounted that I had made copies of them after the time of purchase before submitting them to accounting (I was warned after I started work that this was his pattern and style) he began saying I owed my past paychecks for not following the rules of quitting in Texas. When I showed that there were no rules as he suggested he began saying I owed him the last paycheck for not doing any productive work. I can document my work as it was with outside contractors and feel if I do prove him wrong on this issue he will continue to call and email with some new invention.

I told him in an email that this was harassment but he continues saying things ike "legally I have the right to contact you until I feel satisfied to my liking not yours or some obsolete law". I have been told to just ignore him but the emails are repeatedly being sent and crude and vile voice messages left even though I ignore them (I do save them however!). Should I respond and what should my response be to get him to stop once and for all? Also do I have legal recouse when he tells other people these things even though he is on record admitting they are not true. I also would like to know if I should report the illegal activites on the record with my name on it. I didn't at first on the advice of a friend (I reported it anonymous) but now I am reconsidering.

I did not realize a former boss of mine was still alive and living in Texas!

This guy sounds like a nutcase. I would be getting legal counsel about getting a court order for him to cease and desist and I probably would not hestitate to squeal about illegal activities (not unethical ones, mind you, just illegal ones).

Seriously, you should report the illegal activities, it's not like this guy is going to give you a good reference anyway.
