Noncustodial parent pays support every month on time has never seen the child sience the day he was born. It has been 2 1/2 years, bio mom decides to leave state to Oregon. Can that happen without NC consent? Can anything be done? Will support be able to stop if she goes without permission?

Alot of states have legal provisions incorperated into orders about parents moving. The best thing to do first is to check the court order. Most of the time the NCP can file a motion to prevent the child from being moved out of state, but it will be very difficult to win if the NCP hasn't seen the child on a regular basis.

The ONLY thing that will stop CS is a court order, and ther's no way a court will stop CS on the basis of a custodial parent moving without permission.

It may all depend on if the parents are married and if a custody agreement was in effect when the mom and child left the state....
If the mom was unmarried and no custody order was in effect, then the bio-mom can move with the child anywhere... The bio-dad has to go to court and get a custody /visitation agreement if he wants to see the child.
