I have a family member, whose mother and named father are meth users. They lived together for quite a while but did nothing but physically abuse each other. She had a son who she knows is not this man's but refuses to give consent for a paternity test. About a year ago, the child was placed by the court with his parents. My family has been told that because this man is listed as the father on the birth certificate that there is nothing that can be done. The man's parents are now petitioning the court for permanent custody. The boy is under state care and the sole called father pays no child support. If anyone can give me guidance, I would appreciate it.
