I have noticed that every time a tenant moves out of an apartment by me (no matter how long they have lived there), the management replaces the carpet. I have also heard that there is a state law in PA that required the Apartment owners to replace the carpet between every resident. Is this true?

I am currious because my complex is well known for charging residents for "spots" on the carpet but then replaces them any ways. I am getting ready to move and would like to know what the law really is.

There is no such law, it may only seem like there is because tenants bring in pets that always manage to pee on the carpet. If you don't want to get charged for "spots" don't bring in pets.

We don't have any pets that make "spots" and most of our neighbors don't either. The complex is just extremely picky about their carpets. I have 1 neighbor that layed area rugs all over her apartment so as to not get anything on it and they still sent her a bill for $400. Another one got a bill for $900 - I was surprized to here that this carpet even costs that much.

Thanks for the info though.

This is just a suggestion but why don't you call a carpet cleaning service and pay the $100.00 or so and have the carpets cleaned? Then take pictures, pictures, pictures! Have the reciept with you and your pictures so you may only be out a little vs a lot. Just a suggestion though. :D
