Earned Vacation Hours California

I work for a small (4 employees) company. The company was larger when I started. At this time business is slow and getting slower. The owner is forcing me to take time off to use up the vacation hours that I have accumulated. I have worked for this company for over 20 years. Is this legal in the state of California?
