I live in a apartment in Queens NY

The landlord refuses to paint the apartement(EVENTHOUGH THE LEASE SAID THEY WOULD PAIN IN 3 YRS) I have been there over 4yrs.. And send him several letters about it

The buzzer to the apartment doesnt work (BEEN ASKING HIM TO FIX IT FOR A YEAR)

The tiles are all destroyed(been asking him for a year)

He doesnt respond when we leave messages and the rent continue to go up..

Who can we report him to.. And please I need help on how to handle this situation

If the lease says that the landlord will paint every three years, then that is exactly what they are supposed to do. By not following the conditions of the lease your landlord is in violation of the lease agreement. This is not a position a landlord wants to be in, by any means!
