I was informed that I was being switched from salary to hourly by an employee not by my manager. The Controller had decided to go to the owner and say I needed to go from salary to hourly. I was informed by MY boss three days after they made this decision. My question: Where are the laws on this and can they do that. (obviously they did) The company also holds Federal Contracts does that make a difference too?

Question two: If an employee turns in thier two weeks resignation but was forced to leave before the two weeks was up; does the employer still owe that employee the two weeks?

The controller has been harassing people at the job, withholding pay (this is documented) if she doesn't like you. Is there anything I can do?

If there is a link that i can use to get this to the owner of the company to see so that he will not get into trouble for what the controller is doing.

The law in question is the Fair Labor Standard Act. That is the main law covering wage payments in this country. However, it is ALWAYS legal to make someone hourly; it is not always legal to pay someone on straight salary. In fact, the laws regarding who can be paid on straight salary were tightened up just a fraction under two years ago and sad to say, some companies are only just now making the changes. (Not necessarily saying that's the case here.) But yes, they can do this, and the Federal contracts are irrelevant; they do not change who can legally be paid in what manner.

No, there is no state in the US where an employee who gives notice and is asked to leave immediately instead has to be paid for that notice. They might be eligible for unemployment, though - can't hurt to ask.

Any employee who has pay illegally withheld (that does NOT include failure to pay an unworked notice period) is free to file a complaint with the state DOL.
