my lease is was supposed to end in feb. 2007, but i got a letter stationg the development is being renovated in september and i have to move. i can not move before september and i am resposible for the rent until october 6th. is that legal to tell me what day and only that day i can move?

Unfortunately, your question is impossible to answer without taking a direct look at your lease. Basically, if there is a clause that covers renovation and development, and it states that you are required to move/and or pay rent, then yes, it is legal. But, generally it is illegal and you are not required to move.
