You can not use any unused clock hours that are older than 36 months from your current renewal date. This basically covers the year previous to your last renewal. You are limited to a maximum of 15 hours from that period. The additional 15 hours required to meet your 30 clock hour requirement for renewal must have occurred since your last renewal.
