My husband gave a two week notice after working at his job for nine years. We have an account through the company he worked for and we made monthly ontime payments to pay off this account. My husband went to pick up his last paycheck to find that they had kept his whole pay check to put towards paying off this account. Is this legal? There is no sort of signed documents stating this would ever happen if he were to quit his job.

So, this account is with the employer and he never signed an authorization to start with to deduct to satisfy the debt? Not a good practice, but I couldn't find any law that requires the written authorization in your state. Nevertheless, he can file a claim for unpaid wages with the state Dept. of Labor and let them sort it out. That's what they're there for.
