While you are right the actions are in no way similar, I think the point was
the people of the UK, even the lawmakers of the UK, can dislike that Blair's
lieutenant and his wife adopted a child in a perfectly legal fashion in the US,
but the matter is, frankly, out of their control and none of their business.

But it isn't (a) out of their control as the Kilshaws found out, (b) it
is the business of British people if there were any impropriety
connected to the British aspect of this international adoption. And it
is an international adoption if the Milibands wish to live mainly in
Britain as a British couple and raise the child as a British child.
