HARTFORD (AP) - A confidential registry of child abusers and
neglecters kept by the state Department of Children and Families is
drawing fire from lawyers who work child protection cases.
The list is used by state agencies and others for background checks
before hirings, regardless of whether criminal investigations have
cleared people on the registry.
The lawyers say there are hundreds, and maybe thousands, of people who
were cited for child abuse or neglect by D-C-F, but were never told
their names were placed on the registry.
People on the list are prohibited from becoming foster or adoptive
parents, getting jobs in child care and operating home day-care
businesses. The lawyers say being placed on the registry is like being
blacklisted.
D-C-F says it will soon start telling people they are being placed on
the registry. But until then, the lawyers say people will continue to
learn about the registry only after their names are flagged in a
background check and they are denied a job or the opportunity to
become a foster parent.
