Actually, this IS a blanket ban. The only children that will be permitted to be
adopted internationally are those to be adopted by blood relatives living
outside of Romania.

Before this ban, there had been a program in place for children that had been
caught in the pipeline before the previous suspension. It's my understanding
that most of those children were allowed to be adopted, but in addition, many
other children were adopted abroad as well, due to pressure (and $$$?) on
Romanian government officials.

I believe that part of the reason for the total ban on nonrelative
international adoptions is the fact that the Romanian government was unable to
control even a limited program--a similar complaint that has kept the ban on
Cambodian adoptions to the U.S. in force.
