I was pulled over by a police in a public park for careless driving and the last thing he said to me after giving me a ticket was if i see your car back in this park I will arrest you for trespassing.
Can he arrest me for this, since it is a public area and we pay taxes on it?

I don't know for sure if he CAN, but since he has given you a warning, it sounds like he WILL.

Public parks are public areas, so you cannot be cited and/or arrested for trespassing unless the park is closed (after hours, seasonal, construction, etc) - assuming you are not breaking any laws.
However, if an officer has a reasonable doubt that you are engaging in reckless driving or other criminal behavior, you can be pulled over and cited and/or arrested.
In other words, if you are just walking through the park, minding your own business (no open containers, either), they have no basis for arrest.

Sounds like an empty threat to me. But how can you trespass in a park that is a public place? I would check the ticket that he wrote you. Maybe he wrote a trespass ticket too?
