I have lived here for 4 years and last year a new owner upstairs moves and
the shower starts to leak on my bathroom. Been going on for a year;
neighbor has known about it for 4+ months, but has not made any initiative
to take responsibility in solving the problem. Difficulties in
communicating with her. My drywall is all shot up.

Other issues: neighbor's insurance company has made small payment to me.
We have had 2 different plumbers out here on three occasions, and still
problem has not been caught. Also, I technically hired the second plumber
who she paid; and it turns out this firm is operating here without a
license. Condo manager doesn't return phone calls.

My question is, what could the courts do for me in this situation? I DON'T
WANT MONEY, just my bathroom back the way it was before. Could they turn
off her water until her shower is fixed? Do I have any liability for hiring
an unlicensed plumber?

You can sue for the cost of repairs. You could sue for an injunction
requiring the defendant to stop trespassing (via water).
