Is there anyone in Washington who knows how to find legal representation for people with low income?

You can try calling your state's Bar Association, sometimes they'll have a list of lawyers who do pro bono work or will take small payments.
Also check with your local court clerk or law library to see if they have a list.
Check with your state's Legal Aid office.
If the issue invilves CS you can also ask the child support office for assistance.
