You don't have to tell us the facts, but nobody can help you without
them. A "claim" could consist of anything from asking for parking
validation to damages for wrongful death of a spouse. The procedure
would be different for each.

OK, the facts are about very adversary mind and life control for a decade
using my vulnerabilities
of having impressionable and trusting personality and striving to settle in
this country. The facts are
about experiencing absolutely surrealistic persecution with well organized
predetermined scenarios that
developed into totally absurd but persistent mind games and foul play
specially for last 2 years, nullifying and perverting all my efforts to a
meaningful life.

Thank you all who responded. I am not sure if this is civil rights or
criminal case?

enough things on the internet to lightly dismiss your claim.

That being said, your remedy is non-existant. At least the remedy requested.

Any surrealism, seemingly absurd and disconnected coincidents, has it's own
sophisticated hidden agenda.
I first understood that reading Kafka's novels.
At least the surrealistic persecution will lose its meaning. And, if
government will not vindicate me by any other means
before or after litigation, that's all I need for normal life.

for years pushed me out to virtual spaces I don't belong; My claim is not
that government
is corrupted, but that I belong to mainstream and there is no any merit to
artificialy and deliberately isolate
and ruin my reputation and life for whatever purposes. A type of situation
like Salem witch hunting
or 1937 Soviet Union persecutions. But my hope is that we live in a much
more
civilized and advanced society which indeed values human life; an ordinary
man
should get granted his free life at least when he understood and see about
the years long persecution
without conscience and merits.

freedom for me is what for most of the people - free to work, free to
